Creation purpose is association of scientific, technical and information possibilities of establishments and organizations , Russian executive authority organs, Russian Academy of sciences and other organizations for development and perfecting of a state system of monitoring and forecasting of extreme situations, realization of the risk decrease strategy and reducing of natural disasters, failures and catastrophes consequences, coordination in this area.
